🎃 Working Together for a Safe and Happy Halloween

Dear Resident,

Please share this information to your young people and their families.

As Halloween approaches, Hertfordshire Constabulary is working closely with Hertsmere Community Safety Partnership and Hertfordshire Fire and Rescue Service as part of the Community Safety Partnership to ensure that everyone in our community can enjoy the festivities safely and peacefully.

Halloween is a fun and exciting time of year for many families. However, for some residents, particularly elderly or vulnerable members of our community unexpected knocks at the door, loud noises, and groups gathering can cause a great deal of anxiety, distress, or intimidation.

To keep our neighbourhoods safe and inclusive, we are asking all residents, parents, and young people to follow our "Be a Good Neighbour" guidance this year:

👤 For Trick-or-Treaters and Parents

Respect the Signs: Only knock on doors where you see clear signs that visitors are welcome, such as Halloween decorations. If a home is displaying a "No Trick or Treaters" sign, please respect their privacy and move on without knocking.

Stay Safe and Visible: Young children must always be accompanied by an adult. Stick to well-lit areas, wear bright colours, and carry a torch.

Keep It Friendly: Pranks that cause damage, alarm, or distress are illegal and constitute anti-social behaviour. Local police and partners will be patrolling key areas and will deal with any intentional disruption or criminal damage robustly.

Know Where Your Children Are: If your older children are going out with friends, please speak to them about respect, community safety, and what boundaries you expect them to keep.

🏡 For Householders

Unexpected Callers: You are under no obligation to open your door if you feel unsure or uncomfortable. Use your spyhole or door chain, and keep your door locked.

No trick or treating: You can find further information or download a no trick or treating please poster from the Herts Police website Halloween and Bonfire Night | Hertfordshire Constabulary

Look Out for Each Other: If you have an elderly or vulnerable neighbour, consider checking in on them ahead of Halloween night to ensure they feel safe and have a plan.

🚀 What We Are Doing

The Community Safety Partnership will be deploying increased high-visibility patrols across the neighbourhood during the Halloween period to act as a reassuring presence and immediately tackle any anti-social behaviour. Local businesses have also been asked to monitor and restrict the sale of items like eggs, flour, and fireworks to unaccompanied youths.

📞 How to Contact Us

To report non-emergency anti-social behaviour, please use our online reporting tools Report | Hertfordshire Constabulary or call 101.

Halloween is one of the busiest nights of the year for emergency services. Please reserve the 999 line strictly for situations where a crime is in progress, property is in immediate danger, or there is a threat to life.

Thank you for your cooperation in helping us make this an enjoyable, safe, and respectful season for the entire community.

Kind Regards

Mark Collins
